My people want radical.  Same benefits as monarchy, just no environment boost.  However, I obviously get +2 happiness.  Advice?

IIRC 1 environment point = 0.4 happiness (Or is this for half a star? Can anyone confirm?) vs 1 happiness from desired government. I'd take it
