Title: Infra problem?

HI!  sorry if this is in the wrong section or something.. but.. anyway

at 1,100 infra, am i suppose to have only 9000 citizens ( approx ) or 10,000 citizens?

when i get my full trades, that doesn't boost it up either... and Rich says at 1,100 i should be at 10,000 citizens like he was before...

so is this a bug or something? or something i bought?

It depends on your resources.
If he had wheat and fish, and you don't, that's why it's different. I'm guessing (without looking or trying to remember) that there are other citizen-increasing resources as well. There's also an event that increases toniculation.
