So your idea would be: Have Monarchy by the time you finish your sled, pay bills, buy a lot of infra, then switch to Democracy and collect, and then a few days later switch back to Monarchy, right?

Monarchy is still the best, from what people have told me, but if you wanna do something different...

I heard that collecting with capitalist gives you more money, and then pay bills with democracy.  Though you'll have to wait 3 days.

There is no reason to have Democracy for paying bills, it only gives you +1 environment, +1 happiness and
+8% Soldier Effic. If anything, it would be the other way around, have Capitalism for paying bills during the sled and buy infra on the last day, then switch to Democracy before collecting for the extra happiness. This would even be slightly better than the Monarchy and Democracy thing I mentioned in my previous post, because of the lowered wonder and improvement bills (you have no idea how much a difference those extra $5 a day make!).

BTW, Revolutionary Government would be pretty much the same as Capitalism.

I experimented a little with governments when the new environment effects came in and monarchy was still getting me the most cash

Initial infra cost is the cost of purchase. As opposed to upkeep cost

Democracy is the best to collect with. Happiness bonus and positive enviroment, no other government has that. Unless your prefered government is Monarchy, Revolutionary Government or Totalitarian State, Democracy should always be the best to collect with. As for keeping bills the lowest while sledding, I guess Capitalist would save you a bit of money, not much, but a bit.

My above statement should be true with the info I can see in CN. Unless there is some hidden thing I don't know about, Monarchy should never be better then Democracy unless it is favoured by your people..
