Title: A financial dilemma.

If I get five labor camps, it'll put me at 50 improvements.

a) Does that raise the cost of improvements?

 If so, would I be better off demolishing a church, buying only four labor camps, or suffering the increase in cost?

Test it for a day. You don't have that much to lose (unless you're hiding something >___>).
