So far I have:
Banks: 5, Churches: 1, Clinics: 5, Factories: 5, Foreign Ministries: 1, Harbors: 1, Hospitals: 1, Intelligence Agencies: 1, Police Headquarters: 5, Schools: 5, Stadiums: 5, Universities: 2,

What next? Max churches and perhaps Int. Agencies for the happiness or do I max things like missle defense and satellites?

Interesting. The affects of everything else are little, but those military improvements can put a huge hurting against other nations. Personally I'd lust 5 sats more than 5 police headquarters. What's up to you to decide is if you want more money, or ability to destroy.

Do the agencies first.  They're slightly cheaper.
