Large Hadron Collider - $350,000,000 -  Increases the Great University's technology bonus to happiness from +.2% to +.5% per technology level, lowers technology cost -10%, allows the creation of antimatter weapons. Requires 15,000 infrastructure, 5,000 technology, Scientific Development Center and both Uranium and Lead resources to build. Might end game.
