I'm thinking Intelligence Agency, then boost taxes to 28% (the max, right?). Or should I do Foreign Ministry?

you should always have it at 28% taxes.


with 13 slots you should have:

1 Harbour
1 Foreign Ministry
3 Schools, 2 Universities if you are selling tech, otherwise after banks, since your income is increased 35% w/ 5 banks and 33.4% w/ 3 schools 2 unis
5 Stadiums
2 Clinics, 1 Hospital
5 Banks


oh and why do you have 380 tanks? tanks are useless and increase your bills too much, they aren't worth it.

well, 3 days of tank bills costs about as much as buying the tanks... so it is too expensive.
if you want to feel more secure you should have more soldiers and take out the tanks *or* you should do tank swapping to reduce the costs.
tank swapping is selling all your tanks before paying bills and re-buying them after.
this only works effectively if you pay bills every 10 days or more

Ok, did away will all my tanks. Do I just increase my soldiers for security?

For now just buy enough soldiers to keep your people happy. Soldiers are cheap so it's not too difficult to buy more soldiers whenever you need them
