My environment star went from 4 to 2.

Nukes no longer affect individual nations via a global radiation level (GRL). Actually, they haven't done that in a while now.

And to answer your questions about nukes being fired, I'm not really sure.

there are so many nukes fired off every day that if they still affected the environment, all of our nations would be dead

I think they're coal, oil, and uranium or something.  Maybe lead too.  That would make sense.
