In actuality, it would be theoretically possible to use water to create gold, however, with current technology, we couldn't do it. Theoretically, I can create anything I want from hydrogen alone by way of fusion. However, just fusing hydrogen to create helium is hard enough. It would be impossible to fuse enough into helium and then fuse that helium into beryllium, into oxygen, into sulfer, etc. and then fuse it with enough deuterium or tritium to create a proper gold atom.
