What next? Max churches and perhaps Int. Agencies for the happiness or do I max things like missle defense and satellites?

Interesting. The affects of everything else are little, but those military improvements can put a huge hurting against other nations. Personally I'd lust 5 sats more than 5 police headquarters. What's up to you to decide is if you want more money, or ability to destroy.
