There's a thing where Tech lowers infa by like.. a really low amount. Doesn't count till you get a massive amount of tech, not even sure if it's still up.

Technology decreases infrastructure upkeep costs up to a maximum 10% discount based on the following formula: (2 * Technology Level) / Nation Strength = Percent off infrastructure upkeep bill. unfortunately, tech makes your NS rise too, so it isnt that useful.
