1) Correct Gov positions
2) Change government
3) Land (if you are below the ratio)
4) Tech (if you have below a certain amount)
5) Border walls
6) Drop oil,coal,uranium trades
7) No Nukes

in that order (IMHO)
The best environment you can have is 1+Global Radiation.
