well they're both kind of retro in teh sense that fallout takes place in a the-future-as-imagined-in-the-50s, and venture brothers is a bit of the same idea although not as far into the future. VB has its history in the 60s-80s, and as a show mainly pays homage to Johnny Quest, a show in the 60s inspired by a bond movie. also homage to hardy boys via dean and hank.

Publick: "... This show is actually all about failure. Even in the design, everything is supposed to be kinda the death of the space-age dream world. The death of the jet-age promises."

which fits cozily with fallout. both the fallout games and the VB series major in dark irony. although VB is a little less serious. so, retro, dark irony, descended from the 50s/60s, that's the connection
